af86a1fdff Remove KPI warning areas and slim transport warning scene schema. 
Drop legacy scene match columns from code/SQL and delete unused area tables guidance for pre-prod cleanup.

aeae900b5e feat: simplify transport warning to product+country with assessment SLA 
AppKey-level scheme; scene matches one product and one country; stores assessment total hours (days×24) with migration SQL.
